In September 2nd 1945, President Ho Chi Minh on behalf of the Provisional Government solemnly read the Independence Declaration. “Our history teach us that: When we unite each other, our country is independent, when we separate, our country shall be ruled over bye foreign invaders”. The conclusion put forth by Ho Chi Minh since the 8th central Party Conference dated May 1941 with the establishment of the Vietnam Independence League (Viet Minh) at Pac Bo, Cao Bang, was once again checked and accepted.
